2009 SHOW ATTENDANCE IS UP!

            I have just returned from the SCPPHC Spring Classic in Temecula, CA, and I am very pleased to say that there were 77 horses at the show which is three more than last year.  I also noticed the Deep South Show in Jackson, MS, held the last weekend in March, had 73 horses, compared to 59 horses in 2008.  This is very indicative of the strength of our breed and commitment of our horse owners to support Peruvian functions wherever possible.

            Considering the financial climate and current news media attention, it makes me proud to see Peruvian Horse owners continuing to enjoy their horses.

           

PEOPLE WORKING FOR YOU

            Don Taylor resigned from the NAPHA Board on March 15, 2009.  We thank him for his service and wish him well.  Don served in an appointed position and so the Board appointed current member Lucho Dapelo to serve in the position held by Don. When a vacancy has opened up on the Board we have often selected a person who last ran in an election.  In keeping with our prior practice the Board has selected Barbara Windom to fill this vacant position.

            Barbara has been active in our breed for over 20 years and has made many significant contributions to promoting the Peruvian Horse.  She is the current President of the Rio Grande Club in New Mexico and co-chairs the successful Las Vegas Gold Rush Classic Peruvian Horse Show with Eleanor Palmisano.  Barbara is an avid trail rider and an outstanding breeder of Peruvian Horses. 

            Barbara owned her own business before retiring and has a sound background in finances.  We feel she will be very instrumental in helping NAPHA stabilize our finances and continue to promote the programs that will move our organization forward.

            Barbara has served as the Chairman of the NAPHA Registration Committee since the inception of NAPHA.  In order to devote time to her new Board duties, she has resigned as the Chair of the Registration Committee.

             The Registration Committee held a meeting to choose the next Chairperson.  They have asked the Board to ratify their decision that Terry Jarchow, a long time breeder of Peruvian Horses and member of the Registration Committee since the inception of NAPHA, be the Chair of the Registration Committee.  They further proposed that Roberta Ellis join the Registration Committee to fill the vacancy created by Barbara.

            We are very fortunate to have such outstanding people willing to work with NAPHA and serve our members.

 

NAPHA BYLAWS

            There has been great discussion over the past several months regarding the positions on the Board.  As the bylaws currently state, there are 4 appointed/3 elected Directors.  The bylaws were crafted this way to provide for stability to the Board of Directors and for the organization. Several months ago, I reported to you in a prior President’s UPDATE, Vol. 1, #5, December 8, 2008, that the Regional Advisory Council and the Committee on Governance gave their collective reports to the Board on this issue.  The request to the Board, made by the RAC was to make a by-law change from the current 4 appointed/3 elected Directors to 3 appointed/ 4 elected Directors.  There was no agreement about making a bylaw change from these two Committees.  The Committee on Governance voted against the change submitted by the RAC. So the Board of Directors voted to ask the members whether or not such a bylaw change should occur.

          During the meeting of the Regional Advisory Council (RAC) in Las Vegas there was an amendment to their motion to the Board.  This new motion read as follows:

“The RAC moves to amend the current motion which was already sent to the Board (that requested the current 4 appointed/ 3 elected members be changed to 3 appointed/4elected) to instead read 5 elected and 2 appointed.”

            

 

 

 

       At the meeting of NAPHA Board of Directors on April 6, 2009, the Board had to rescind its prior motion that would put the vote out to the membership in order to consider the new motion.  The new motion put forward to the Board of Directors did not pass.    

 

PARLIAMENTARY PROCEDURE

            Since the formation of NAPHA, there have been a number of questions from members as to what operational procedures the organization must follow and in what order.  The order of our governing articles is as follows:

 

1.      NAPHA Bylaws.  First and foremost, the operation of NAPHA is dictated by the bylaws

2.      Second is the use of Robert’s Rues of Order.  When the bylaws do not provide the organization with guidance we then turn to Robert’s Rules of Order for Clarification.  The bylaws mention Robert’s Rules of Order as reference and guidance to the organization.

3.      The California Codes.  If situations are not covered by the NAPHA bylaws or Robert’s Rules of Order, NAPHA can get direction from California Law, which consists of 29 codes, covering various subject areas, the State Constitution and Statutes which govern all business operations in California.

 

FINANCIAL INFORMATION

Good news about the NAPHA finances.  Please Click Here to see the NAPHA First Quarter Financial Report, January through March, 2009.  We can report the following steps that have been taken to stay on a good financial path:

(1)    Placing the Annual Stallion Service Auction at the beginning of the year helped the NAPHA cash flow.  Previously this was held prior to the holidays when most members were weary and their pocket books were thin after the show season.  They were turning their thoughts toward the holidays and not thinking about their mares and the next generation of horses.  It appeared to be a better time frame for individuals because they were now considering their breeding programs.  

 

(2)    Peruvian Digest has donated $4,000 during the first quarter and has committed donations of all advertising profits from Peruvian Digest to NAPHA.

 

The first quarter of 2008, NAPHA lost $14,552.  The first quarter of 2009, NAPHA has a profit of $1,970.  So our finances are performing much better than 2008.

 

NAPHA FOUNDATION

            Carolyn Mittrick and Dr. Alice Wolf have joined the NAPHA Foundation Board.  We are looking forward to our first planning session and beginning key programs that will encourage continued education for the general public about the Peruvian Horse.  Both Carolyn and Alice are hard workers and have brought many talents and insight to our breed over the years.
